During the time period of 1957 thru 1963, Rogers built kits and individual snare drums using these B&B lugs, and sometimes they were applied differently to the variety of drum kit models.

For instance:

Some snare drum models actually used the large double sided 4947R lugs, while snares, like the Dyna-Sonics and others during this time, instead used the 3917R small double-sided lug.

During this time, the original Spotlight/Tower (center-lug) model kits used the large double-sided 4947R lugs on all of the drums. (Note: Rogers's modern Tower Kits use a double-sided Beavertail lug instead.)

On the “Holiday” and many other artist model kits, the smaller, single-sided lugs 3916R were typically used on the rack toms, and the large single sided lugs 4946R were used on the floor toms and bass drums. There were some variations, though, where the smaller 3916R lugs were used on the floor toms, etc.

Because of the occasional variations, the most important spec to pay attention to (when looking for replacements for vintage Rogers drums) is the physical lug length and the mounting hole spacing.
